Batterer’s Education Program (BEP)

The Fourth Judicial District (Audubon, Cass, Fremont, Harrison, Mills, Montgomery,
Page, Pottawattamie, and Shelby counties) is served by the Duluth Model Batterer’s Educational classes. These are facilitated by staff in three locations for men; Council Bluffs, Atlantic, and Clarinda and two for women; Clarinda and Council Bluffs.

The objectives of the BEP are to protect and keep victims safe; to reduce physical, emotional and psychological abuse; to hold offenders accountable and provide opportunity to change; and to support a community response to end domestic violence.

The program focuses on learning alternatives for coercive, dominating, and violent behaviors. While voluntary participation is encouraged, court ordered or probation contingent attendance is required for individuals convicted of domestic violence.
